Title IX, College Discipline, and Student Misconduct Defense Matters

Representing Accused Students: We have decades of experience defending and advising students accused of Title IX and other student code of conduct violations at Cornell University, Ithaca College, Binghamton University, SUNY Oswego, SUNY Geneseo, and other universities in upstate New York. Our experience includes defending students accused of Title IX violations (rape, sexual assault, sexual misconduct, sexual harassment, sexual exploitation, stalking, and violation of no-contact orders), drug possession and alcohol offenses, hazing, assault, fake ID possession, criminal mischief and trespassing, theft, Academic Integrity violations, and other misconduct.  We successfully obtained findings of “not responsible” both after hearings and complaints being dismissed after investigation.  We have also achieved favorable outcomes by resolving cases through the university’s alternate or informal resolution processes and negotiating with the university’s student conduct office.  We have experience with complaints with the U.S. Department of Education Office of Civil Rights against universities for adverse decisions.  We are knowledgeable and up to date about the latest changes to federal Title IX regulations, state law, and university policies, as well as recent litigation.


Representing Complainants: We have experience advising student complainants and witnesses in a variety of campus matters, from minor offenses to Title IX.  


Representing Student Organizations: We also have experience in defending and advising student groups accused of student conduct or Title IX violations.

Liam G.B. Murphy

Liam G.B. Murphy

Managing Member

Liam G.B. Murphy has an honors degree in economics from Brown University (1985) and law from New York University (1988). Admitted in New York in 1989, he practiced in large NYC law firms and in boutique litigation firms until settling in Ithaca in 1999. Liam has tried cases in Supreme Court and Family Courts over 25 years and has over 20 reported appellate opinions. He offers counselling to small business owners and local non-profits. He has deep experience in residential and commercial real estate. Liam regularly represents student groups by offering trainings and college code defense. He is a member of the Ithaca Area Collaborative Law Professionals, the Estate Planning Council of Tompkins County as well as the Tompkins and Cortland Bar Associations. When not practicing law, Liam enjoys working with young people in scouting programs, raising apple trees and exploring the Finger Lakes.

Natanya DeWeese was admitted to the New York State bar in 2013. She graduated from Cornell University with distinction with a B.S. in Policy Analysis & Management in 2009 and from Cornell Law School with a concentration in Advocacy in 2012. She came to Shaw & Murphy in 2015 after serving as an Appellate Court Attorney with the New York Supreme Court Appellate Division, Fourth Department and working in private practice in Rochester, New York. A major focus of Ms. DeWeese’s practice is representing college students, staff, and faculty in disciplinary proceedings, including but not limited to Title IX, Code of Conduct violations, and Academic Integrity violations, where she has been successful in achieving outcomes of Not Responsible. Her practice areas also include family law, contested & uncontested divorces, civil litigation, personal injury, appeals, estate planning, estate administration (probate), residential & commercial real estate, employment law, and business law.

William R. Shaw

William R. Shaw

Retired Senior Counsel

William R. Shaw graduated from Cornell with three degrees (AB, MPA, JD), followed by a decade of public service and over 40 years of private practice in federal, state and local courts and general practice of law. He was elected Mayor of Ithaca (1982-83), and later as Covert Town Judge. He helped create the Tompkins County Youth Court, Ithaca Youth Council in the 60’s. He was a member and officer with the County Environmental Management Council, chairing the first County Youth Board, and member of the Red Cross Board, Cayuga Lake Watershed, and an officer of multiple other local and municipal Boards and NFP organizations. He has been an active leader in Greek fraternities for 50 years. He was a Federal Court mediator and litigator; and an Administrative Judge for the State Division of Youth. Mr. Shaw retired in 2022, but regularly shares his experience and training with our firm's lawyers and staff, while spending more time hunting, fishing, forestry, motorcycling and some overdue travels with his wife, Gail.
